Since its launch in 2012, Declare has positively changed the materials marketplace by offering simplicity and ease of use to both manufacturers and specifiers to facilitate the exchange of information and enable a future of healthier buildings. In 2019, ILFI released Living Building Challenge 4.0 and Core Green Building Certification, continuing to forge ahead on our path toward a Living Future. ILFI partners with Toxnot to provide a robust material reporting platform and streamlined Declare product submission process. Declare manufacturers can create a dynamic bill of materials for a product, contact suppliers, link supplier and testing data, screen product materials against multiple chemical of concern lists, contact ILFI for feedback on product applications, and seamlessly submit products for Declare through Toxnot.
Living Building Challenge 4.0
The Declare label evaluates a product according to its compliance with all Imperatives applicable to the selection of building products within the Living Building Challenge 4.0 standard, including:
- Imperative 10, Healthy Interior Performance, requires compliance with the California Department of Public Health (CDPH) Standard Method v1.1-2010 (or international equivalent) for all interior building products that have the potential to emit Volatile Organic Compounds (VOCs). The Declare label confirms a product’s compliance with CDPH or an equivalent emissions standard.
- Imperative 13, Red List, requires that manufacturers disclose the ingredients in their products to ensure that they are free of Red List chemicals. Declare supports the Living Building Challenge by providing a transparent materials database that project teams can select from to meet the Red List requirements.
- Imperative 14, Responsible Sourcing, requires that manufacturers of wood products demonstrate sustainable extraction through certification with the Forest Stewardship Council, by meeting ILFI’s definition of low risk or salvaged wood, or through the use of a formal LBC Exception.
LEED v4 and v4.1
Declare has been approved as a compliance pathway for the LEED v4 and v4.1 Building Product Disclosure and Optimization Credit, Option 1. The LEED v4 and v4.1 credits calls for the chemical inventory of a product to at least 1000ppm; Declare labels that achieve a declaration status of “Red List Free” or “Declared” fulfill the credit disclosure requirements. Additionally, any fully disclosed “LBC Red List Approved” or “LBC Compliant” label and any “LBC Red List Approved” or “LBC Compliant” label using the RL-004var.a Proprietary Ingredients Exception, with a minimum disclosure threshold of 99.9%, meets the LEED v4 and v4.1 Building Product Disclosure and Optimization Credit, Option 1 reporting requirements.
In 2018, Declare was also announced as a compliance pathway for LEED v4.1 Building Product Disclosure and Optimization Credit, Option 2. Declare labels that achieve Third Party Verification and a declaration status of “LBC Red List Free” fulfill the credit optimization requirements.
WELL Building Standard
Declare products that are “LBC Red List Free” or “LBC Red List Approved”, have been approved as compliance pathways for the International WELL Building Standard v1 Feature 26 for Enhanced Material Safety and WELL v2 Feature X13 Enhanced Material Precaution. These Features takes a precautionary approach to hazards by emphasizing healthy material selection to minimize risks.
In addition, all active Declare labels contribute to WELL v2 Feature X14 Material Transparency. This Feature prioritizes supply chain and ingredient transparency to offer product specifiers the tools they need to make fully informed choices when selecting healthier products.
The Red List contains the worst in class materials prevalent in the building industry.
The commonly-used chemicals on the Red List are:
- polluting the environment
- bio-accumulating up the food chain until they reach toxic concentrations
- harming construction and factory workers
To meet the increasing demands for transparent building materials in international markets, the Institute has partnered with capacity-building organizations to provide outreach and support to international markets. The Declare International Partner program provides local resources and expertise, along with label translation services, to manufacturers and suppliers in select markets:
The International Living Future Institute has collaborated with approved third-party assessors to provide manufacturers with the opportunity for third-party verification of Declare label claims. This optional program offers an additional level of confidence and risk mitigation through the review of all ingredients, supply chain information, and Declare label claims.

A Declare label costs $1,000 for a 12-month license. After this period, manufacturers pay a renewal fee and either confirm that the product formulation has not changed, or make relevant updates to the product formulation in Toxnot.
Tiered pricing is available for manufacturers with 10-25 and >25 labels.

For example, if you choose to purchase 10 Declare labels, the first 9 labels will be priced at $1,000/label, and the 10th will be priced at $750. The total will amount to $9,750. When you renew the subsequent year, if you still possess between 10 and 25 labels, the subsequent renewal fee for each label will be $600/label, or a total of $6,000.
Additional service fees may apply for customized labels.
In order to participate in the Declare program, manufacturers must have an active Living Future Membership. Membership includes access to ILFI program registrations, conference discounts, and the Living Future Network community, among other benefits.

This article describes how to create Microsoft Information Protection (MIP) sensitivity labels, and automatically apply them to your Azure assets in Azure Purview.
What are sensitivity labels?
To get work done, people in your organization collaborate with others both inside and outside the organization. Data doesn't always stay in your cloud, and often roams everywhere, across devices, apps, and services.
When your data roams, you want it to do so in a secure, protected way that meets your organization's business and compliance policies.
Applying sensitivity labels enables you to state how sensitive certain data is in your organization. For example, a specific project name might be highly confidential within your organization, while that same term is not confidential to other organizations.
Sensitivity labels in Azure Purview
In Purview, classifications are similar to subject tags, and are used to mark and identify data of a specific type that's found within your data estate during scanning.
Purview uses the same classifications, also known as sensitive information types, as Microsoft 365. MIP sensitivity labels are created in the Microsoft 365 Security and Compliance Center (SCC). This enables you to extend your existing sensitivity labels across your Azure Purview assets.
Classifications are matched directly, such as a social security number, which has a classification of Social Security Number.
In contrast, sensitivity labels are applied when one or more classifications and conditions are found together. In this context, conditions refer to all the parameters that you can define for unstructured data, such as proximity to another classification, and % confidence.
Sensitivity labels in Azure Purview can be used to automatically apply labels to files and database columns.

What are auto-labeling rules?
Your data is constantly growing and changing. Tracking the data that is currently unlabeled, and taking action to manually apply labels is not only cumbersome, but is also an unnecessary headache.
Auto-labeling rules are conditions that you specify, stating when a particular label should be applied. When these conditions are met, the label is automatically assigned to the data, retaining consistent sensitivity labels on your data, at scale.
When you create your labels, make sure to define auto-labeling rules for both files and database columns to apply your labels automatically with each data scan.
After scanning your data in Purview, you can view the labels automatically applied in the Purview Catalog and Insight reports.
Supported data types for sensitivity labels in Azure Purview
Sensitivity labels are supported in Azure Purview for the following data types:

Labeling for SQL database columns
In addition to Purview labeling for database columns, Microsoft also supports labeling for SQL database columns using the SQL data classification in SQL Server Management Studio (SSMS). While Purview uses the global MIP sensitivity labels, SSMS only uses labels defined locally.
Labeling in Purview and labeling in SSMS are separate processes that do not currently interact with each other. Therefore, labels applied in SSMS are not shown in Purview, and vice versa. We recommend Azure Purview for labeling SQL databases, as it uses global MIP labels that can be applied across multiple platforms.

How to create sensitivity labels in Microsoft 365
If you don't already have sensitivity labels, you'll need to create them and make them available for Azure Purview. Existing sensitivity labels can also be modified to make them available for Azure Purview.

Licensing requirements
MIP sensitivity labels are created and managed in the Microsoft 365 Security and Compliance Center. To create sensitivity labels for use in Azure Purview, you must have an active Microsoft 365 E5 license.
If you do not already have the required license, you can sign up for a trial of Microsoft 365 E5.
Extending sensitivity labels to Azure Purview
By default, MIP sensitivity labels are only available for assets in Microsoft 365, where you can apply them to files and emails.
To apply MIP sensitivity labels to Azure assets in Azure Purview, you must explicitly consent to extending the labels, and select the specific labels that you want to be available in Purview.
By extending MIP’s sensitivity labels with Azure Purview, organizations can now discover, classify, and get insight into sensitivity across a broader range of data sources, minimizing compliance risk.
Note
Since Microsoft 365 and Azure Purview are separate services, there is a possibility that they will be deployed in different regions. Label names and custom sensitive information type names are considered to be customer data, and are kept within the same GEO location by default to protect the sensitivity of your data and to comply with privacy regulations.
For this reason, labels and custom sensitive information types are not shared to Azure Purview by default, and require your consent to use them in Azure Purview.
To extend sensitivity labels to Purview:
The following steps allow your sensitivity labels to be available for use in Azure Purview, where you can apply your sensitivity labels to assets such as SQL columns, files in Azure Blob Storage, and more.
- In Microsoft 365, navigate to the Information Protection page.
- In the Extend labeling to assets in Azure Purview, select the Turn on button, and then select Yes in the confirmation dialog that appears.

Label Database In Excel
Creating new sensitivity labels or modifying existing labels
When you use sensitivity labels for Office apps on Windows, macOS, iOS, and Android, users see new labels within four hours, and within one hour for Office on the web. However, allow up to 24 hours for changes to replicate to all apps and services.
Important
Do not delete a label unless you understand the impact for your users. For more information, see Removing and deleting labels in the Microsoft 365 documentation.
To create new sensitivity labels or modify existing labels:
Open the Microsoft 365 Security and Compliance Center.
Under Solutions, select Information protection, then select Create a label.
Name the label. Then, under Define the scope for this label:
- In all cases, select Azure Purview assets.
- To label files, also select Files & emails. This option is not required to label database assets only.
Follow the rest of the prompts in the wizard for your label settings.
Specifically, define auto-labeling rules for files and database columns:

Repeat the steps listed above to create more labels.
To create a sublabel, select the parent label > ... > More actions > Add sub label.
To modify existing labels, browse to Information Protection > Labels, and select your label.
Then select Edit label to open the Edit sensitivity label wizard again, with all of the settings you'd defined when you created the label.
When you're done creating all of your labels, make sure to view your label order, and reorder them as needed.
To change the order of a label, select ...> More actions > Move up or Move down.

Continue by scanning your data to apply labels automatically, and then:

On the Auto-labeling for Office apps page, enable Auto-labeling for Office apps, and then define the conditions where you want your label to be automatically applied to your data.

Under the Azure Purview assets (preview) option:
Select the Auto-labeling for database columns slider.
Select Check sensitive info types to choose the sensitive info types you want to apply to your label.

Once you've defined auto-labeling rules for your labels in Microsoft 365 and scanned your data in Azure Purview, labels are automatically applied to your assets.
